Replace Chef with CINC and Puppet with OpenVox (#758)

* fix: replace Puppet with OpenVox

As of 2025 there have been no more commits to the Open Source Puppet
(OSP) repositories. It has been replaced by the EULA-only Puppet Core.
OpenVox is a community fork of the last OSP version.

* fix: replace Chef with CINC

Chef Open Source builds are available for "non commercial use from the
community portal" (https://www.chef.io/downloads). CINC is "A free as in
freedom distribution of the open source software of Chef Software Inc."
